In the Jinan/Taihang jurisdiction, compulsory Jinan-denominated trade and public accounts displaced fabi use. The1942 rule required fabi conversion into Jinan before local dealings. This is scoped local replacement, not all-China succession or an assertion that every old debt was uniformly converted.
