The story
Decision 75/250 defines the Lomé aid EUA as a nine-currency basket valued using daily market rates. [1]
The decision’s preamble benchmarks the initial EUA value to the IMF’s 28 June 1974 SDR value; it does not establish SDR-to-EUA currency replacement. [2]
The December 1978 resolution specifies identical initial ECU and EUA value/composition and plans EMS establishment for 1 January 1979. [3]
